Its officially spring now. The spring birds are back, and hard at work out in my
back yard. Soon well have those beautiful days when the fresh spring air blows
through the house and chases winter away yet another year! Can you tell I like Spring --
and Fall?
The Winter of 95 has been one of the worst in a century by some measurements, and
it has taken an unusually heavy toll on our roads and sidewalks. Repairs now need to be
made sooner rather than later, and this leads me to the matters of asphalt repairs,
sidewalks, and the cluster budget.
Board members attended a recent March cluster workshop on asphalt and paving, conducted
by Reston Association. We are currently identifying the work which needs to be done, and
getting quotes from contractors.
Because of the expected expense, the Board has voted to raise the assessment by 10%
this year, which works out to an increase from last years $150 per quarter, to $165
per quarter for those homeowners who maintain current accounts.
You will see this increase in the spring billing notice enclosed. In addition, we
expect to need a special roads repair assessment to supplement the funds in our reserve
account.
Some Reston clusters have passed a large special assessment to supplement reserve funds
when faced with major repair bills, while others have raised the regular cluster fees
dramatically. Weve chosen a blended approach because of the hardship a large special
assessment might cause some members, and the possible negative impact on property resales
from especially high regular fees.
I will explain the situation in more detail at the annual members meeting, Monday,
April 8 at 7 PM at the Reston Regional Library.
Also at that meeting, a representative of the Fairfax County Police Department will
describe the Neighborhood Watch program. This is becoming an attractive possibility
because of the vehicle break-ins weve had in the past several months.
